Whisk in a small bowl the lemon juice, vinegar, mustard, garlic, sugar, salt and pepper. Gradually whisk in olive oil in a stream and continue whisking until emulsified.
Place tomato slices in a deep serving dish and arrange onion rings and green onions on top.
Pour dressing over salad and refrigerate salad for 20 minutes.
Scatter mixed herbs on top and garnish with chives.
