Brown meat in a skillet with oil. Remove meat.
Add 2 tablespoons oil to skillet. Lower heat and sauté: onion, celery, garlic, salt and pepper. Cover and cook for 15 minutes. Add mushroom cream (if using envelope, combine contents of package with 1 cup hot water before adding) and beer.
Tie bay leaf with cloves and add to previous mixture.
Place meat and cover with mixture. Cover pan with aluminum foil and place lid on top. Cook at low heat for 1 ˝ hour or until meat is tender. Remove bay leaf and cloves.
Remove beef and cut in slices. Return to pan and cook for 30 minutes more. Serve.
