Heat oil in the skillet and cook onion, over medium heat, until crystal clear. Add ground beef and cook until lightly browned. Stir in garlic and cook 1 more minute.
Dilute 1 beef bouillon cube in 1 cup of boiling water. Set aside.
Stir tomato paste into beef mixture and sprinkle over with the flour. Mix well and add beef bouillon. Cook, stirring, until the mixture thickens slightly. Season with salt and pepper.
Remove the saucepan from the heat and stir sour cream. Return pan to heat and keep warm until ready to serve.
Serve over fettucini, seasoned with butter, salt and pepper.
