Combine flour, sugar, brown sugar, baking powder, baking soda and salt in a bowl. Add shortening, egg and vanilla extract and mix. Add oats and nuts and combine.
Shape small balls and place over granulated sugar. Arrange cookies, leaving 3 inches (5 cm) between cookies, on an ungreased cookie sheet with sugar side up. Bake in oven at 375°F (190°C) for 10 minutes.
Remove from oven and cool on rack. Keep in an airtight container.
